Dell Vista T5550 Laptop won't boot - in loop

Greetings, I own a Dell T5550 Vista laptop. The laptop will not boot up. It appears to be in a loop and keep saying "Configuring Stage 1 of 3, 2 of 3, 3 of 3. When it gets to stage 3 of 3, it says 100% complete and nothing happens. If I manually try to shut it off, it says "Shutting down" ...then I hold down the button and it shuts off. When I turn I turn it back on, the same thing happens........it continues the same thing, 1 of 3, 2 of 3 and 3 of 3.

Any assistance would be appreciated.
