Windows Vista startup

Ok I just got the ability to use my computer again after about 3 weeks and upon start up I noticed none of my usb slots are working, so I go get one of my older keyboards and mice that dont require as usb plug. I plug them and they work I press F1 like it says on the startup screen and it just freezes. So I restart it make it so it boots from CD so I can repair windows or just reinstall it. well it gets pass the loading and then freezes. After all that I somehow manage to get a screen where it gives me a few different boot options (Start windows normally, Last known good configuration, safemode, ect.) I try all those and the same thing happens. Me and a Friend built the computer myself so I cannot really call anyone to help. Help please?

When I get there, I usually end up having to just throw a fresh install on.
