"Delete Progress" window freezing

When I delete something, the progress window that comes up does not show any progress and just sits there. I can move the window and everything but after letting it sit for about 5 minutes it just doesn't do anything. Eventually I just use the task manager to force quit it and then the file does actually go to my recycle bin. When I try to empty my recycle bin the same problem happens so I force quit the progress window again and my recycle bin is emptied. I've tested this with new folders and new text documents and the same problem happens. This problem started after I restarted my computer and while the Vista loading bar was loading it opened a new screen saying something about a file checker of some sort, sorry I don't remember the details. Another problem that popped up after I did my restart was that when I play video games and try to talk on ventrilo with the push-to-talk command, it has about a 2 second lag until it actually allows me to say anything and about 2 seconds after I release the button to stop the feed. I'm not sure if it's related.
