windows will not start up

My home computer recently went black and i couldn't shut it down, then when i tried to start it up there was the error screen but it was black with all these exclamation points running down it behind the error message and it would only start up in safe mode. the program was restarted to last good config. and nothing then was reinstalled and now will not open in safe mode and i was told it is the video card or the mother board is this right or might there be another problem.
