10 second delay when starting cmd.exe

Since the end of last week, whenever I start cmd.exe (from shortcut or run box), there is a 10 second delay before the window appears. I can see from task manager that the program starts immediately but the window doesn't. Previously it did appear immediately, and if I logon with a different userid it appears immediately too. My userid has admin authority and I've got the shortcut set to run as administrator. Any ideas why I should be getting this long delay?

what programs do you have running on your user account vs the other accounts?

ive seen user accounts do strange things before, what you may need to do is recreate the user account

I have tracked down the problem to having a second keyboard layout installed (Russian as it happened) which I was using to develop a program in multiple languages. Removing this to leave one keyboard layout also removed the delay.
