My System

Can't enable parental controls on vista?

I have vista home premium sp1, and i can't enable parental controls. when i go into control panel and click on parental controls, nothing happens. with i try to access parental controls from IE7, a window flashes for a few seconds and nothing happens. i think it may be because of me messing around with services.msc and msconfig. i already enabled the parental control service in services.msc, but the same thing happens. help!!

i just want to prevent games to be played or installed, but everything else works. do you recommend other program that would do just that?
