Microsoft Visual C++ Setup and other problems.

When I try to install Mircosoft Visual C++ for Windows Vista Home Premium, I get the following error: microsoft.vc90.atl,version-"9.0.30729.1,publicKeyToken=1fc8b3b9a1e18e3b",processorArchitecture="x86"
I think it might stem from not being able to get security update for Microsoft XML Core Services 4.0 Service Pack 2 (KB954430) when I try to install that I get error code 643. So, can anyone help me?
