i cannot install vista in my new build (BSOD, Freezes)

[this may be the wrong forum but we'll see]

i recently built my computer and went to install indows vista and i couldn't install it.
if i don't get a blue screen of death then it just freezes randomly at any point. the farthest i've gotten is during installing, 'expanding files' 8%, then it just froze for 2 hours.

someone online said my RAM might be causing the problem and suggested i disable the l1 and l2 cache and any memory shadowing.
i looked through my bios and couldn't find any l1 or l2 cache and all i could find for memory shadowing was bios caching but that was already disabled.
i updated to the PO6 version of the bios for the EVGA 790i ultra thinking that was the problem.

on restart it gives me a black screen saying:
File \windows\system32\boot\winload.exe
Status: 0xc0000221
Info: the file is possibly corrupt. its header checksum does not mach the computed checksum.

does this mean my cd is faulty or the ram?

i was told to run the memory diagnostic but it freezes the second i click on it (oddly enough my mouse still moves but i can't click on anything)

does anyone have any idea what is causing this or what i can do??

there is no operating system(new build)
Spec: windows vista ultimate sp1 64-bit
cpu: quad 9450 yorkfeild
MB: EVGA 790i ultra
RAM: ocz DDR3 2 gb 12800
psu: ocz 850
VC: EVGA 9800gtx

should it take 5-10 min between loading screens?

Hi. . .

A bugcheck of 0xc0000221 indicates that a driver or a system DLL has been corrupted.

To be sure about hardware requirements for Vista, please see Microsoft kb919183.

Be sure to allow Vista to format the HDD in NTFS format, unplug any unnecessary devices such as the sound card, printer, network card, etc.. before trying to install Vista again from the DVD. This error is usually related to a hardware issue if not the Vista DVD itself. Also perform a memory diagnostic test, booting up with a memtest86 ISO.
