vista shutdown and taskbar problem

Just recently my laptop has started to automatically restart when i try to shut down. The only time i can shut down is when i unplug the a/c and hit the power button. Another problem that has just started is losing the taskbar. Sometimes i can get it back by right clicking on the desk top and clicking on personalize and then ease of access, but even that doesn't work all the time. I'm using windows home basic, sp1 on a toshiba satellite laptop.

Go to the Control Panel > Hardware and Sound > Power Options > Change what the power buttons do
