No Internet connectivity, except Outlook 2007 Web browser

This is really weird, and I have exhausted everything I can think of to diagnose and fix this problem, so now I present it to the community at large.

IE7 and Firefox will not connect to the internet. Any program that tries to access says "you are not connected to the internet." These include Rhapsody, Shareaza, and when I tried to install a Direct2Drive downloaded game. However, I am sending you all this question via the outlook web browser, so obviously I have internet connection. If I click on a link in the outlook browser, an IE7 window pops up, telling me I cannot connect to that website, but if I copy the link into the outlook web browser, it works fine.

I have tried running everything as administrator and turning off the firewall, as well as disabling any pop up and spyware blockers, and anti-virus software. I have also checked to see if my drivers are up to date. Each time, I am informed that I have no network connection, yet here I am, pressing "Submit New Thread"

If anybody has any ideas that may help me walk through this situation, please respond. I'm not really sure what more specific information would be needed to help solve the issue, so I will answer those questions as they are given to me. Thank you very much in advance for your help.

Did you find a resolution to this problem. I'm seeing virtually the same thing in XP SP2. Everything works, email, rss reader, windows shares, everything but IE and Firefox.
