Resource Loader Cache, Mui Entry

Hello, Im running Windows Vista Home Premium on an Asus motherboard
Whenever i try to install most programs or run a program as an administrator i get the error message:

The Resource Loader Cache does not have the loaded MUI entry

I tried to go into the command prompt and do a sfc /scannow, but i have to be an administrator to do so and i cannot run as an administrator due to the error.

Any help/responses will be greatly appreciated.
