Shortcut Problem with Vista

My girfriend just got a new computer with Vista OS and when she right clicks on a web page and clicks on 'create a shortcut' an Icon does not appear on her desktop..
Please help

does clicking on File -> Send -> Shortcut to Desktop work?

On the internet pick any picture and right click>save image as.... then watch to see where its saving the image,sometimes it has a default settings for saving files,IE C:/USER/USERNAME/DOCUMENTS
