Can't create Vista recovery disk

I have a new HP machine with Vista on it but when I try to create a recovery disk no matter which DVD or CD I put into the drive it tells me it is not a blank disk. I tried writing to one of the new DVDs I bought and that works fine with drag and drop BUT the recovery disk utility says none of the new DVDs are blank. I even tried formatting them and still says not blank. I've tried both R and RW cds/dvds.

****If MS doesn't offer it for download, then it probably isn't legit or safe****

I doubt this, but it may be your CD drive. Maybe using a different one or getting a new one would help, otherwise use a removable drive such as a flash drive. Nothing too expensive, just a 256MB should be about 6$.
