Does Vista block ports?

Im using Vista ultim8 right now and I have 2xMCP's in Windows XP and networking. Im using a program called Azureus on my home machina and im having real trouble mapping ports.. I have a Linksys router with hardware firerwall and I have the Router set2open any ports that Azureus needs yet every time I start it up, Upnp reports that several ports are blocked.. this just shouldn't b happenin and im sure I haven't overlooked anything. Any suggestions??
