The above (OO Results) are not normal. Download should be 11-12Mbps while upload is actually fine. Download is the problem.

What can be done to fix this? Its odd that testmy.net gives fair results, while Optimum Online does not. I've restarted the router, modem, laptop three times now. I tried WEP 64bit, WEP 128bit, WPA/PSK TKIP. I tried channel 6, 1, 11, auto.
