Internet Problems

Every once in a while my internet will stop working out of nowhere. Internet Explorer has a blank screen and at the bottom sometimes it says "website found...[something else]", or nothing at all; also the tab says "Connecting...". My MSN will stop working as well but half the time my downloads on a program called uTorrent will still work, the other half of the time those stop as well. Even when I'm not downloading the same problem occurs.

The MSN troubleshooter says the problem is the Key Ports.

We got a new modem and the problem still persists.

I tried plugging the cable from the modem directly into the computer but same problem. When I switched cords the icon beside the clock (two monitors with a globe) changed to just the monitors then back to the two monitors with a globe. After the icon was back to normal the net was still not working.

Side Note: this might not have anythigng to do with the problem but ill put it in anyways. When I log on I see a red shield with an X in the taskbar and when i click it it says Windows Firewall not On, or something. Then I open the settings and when I try to turn on the windows firewall the options are grayed out and it says at the top "settings protected by Group Policy" or something similar.
