After installing my new ATI 3650 card my core 2 processor is continuosly ranging between 90 and 100%, while core 1 is running normally between 0 and 10%, yet my memory usage is only ~35%. Additionally, the system is running at ~58 degrees F.

I checked my other drives and partitions where I'm running Win XP media center edition and Win XP Pro and both cores are running normally with both OSs. I also switched processors, 3800+ and 4200+ (939), and the problem is exactly the same with each. Also, I've un-installed / re-installed drivers and CCC, and completed a full memory test with and without the HD 3650 card installed, no errors.

I've attempted to gather the latest drivers, bios, and everything else I can think of, yet nothing has altered this strange behavior. I really don't know if this is a Video Card problem or a Vista problem but I suspect a Vista SP1 problem since everything is normal when using XP. Any help resolving this problem will be greatly appreciated.

Do you have your old video card drivers uninstalled? they could conflict. You also should try going into your BIOS and setting your default video card to PCI x16 if it isn't already. It might be using integrated graphics right now, which could max out the processor. Also make sure you plugged your new card into the PCI x16 slot. If that doesn't work try reinstalling the latest drivers for the card from the manufacturer's website. If that doesn't work, contact the video card's manufacturer or your computer manufacturer.
