Vista Direct 3D Acceleration help

I just fuc*ked up my computer bad... I installed 1.0 net framework or some thing.. now none of my video card drivers are working right... I don't even have a system restore point to go back too so I'm kind of screwed if I can't get this.

2 of my games that are worked 2 days ago before I messed up my computer both use direct 3d acceleration I'm assuming, and thats why they suddenly don't work.

The problem is
I need to have Direct3d Acceleration and Direct3d draw Enabled.
Normaly this can be done in the dxialog window, but for some reason It won't let me.
I tryed going to my display settings ---> clicking the trouble shoot tab and doing it that way, and it gives me the message.

"Are you having troubles with the graphics hardwear? These Settings can help you troubleshoot display-related problems.

CHANGE SETTINGS <--- Use to be able to click this.

Your current Display drivers does not allow changes to be made to hardwear acceleration."

So heres what I've done.

I've rolled pack to the previous drivers.
I've downloaded 4 different GeForce 7900 gtx drivers from 2006-2008
I've downloaded and installed and uninstalled .Net Framework 1.0 / 1.1 / 2.0 / 3.0 / 3.5
I've Tryed out other games that use dirrect 3d **** and none of them are working...
I've googled this so much and ever thread I get about this each person gave up and reformated / reinstalled there OS....

After all those things (except the last one) shits still not working... and I was never able to once change the direct 3d settings after any of them.

Can anyone here help me =/ I know some of you know wtf I'm talking about.

I just uninstalled my graphics card drivers and was then able to access the trouble shoot change settings button.

I maxed out the acceleration and still nothing happend.
and it still said dissabled on the dxdiag.exe screen....

I've reinstalled the drivers now and
