IE and Firefox seem corrupted

I started having issues with IE a few days ago. Whenever I would open the browser, IE would start opening new tabs on it's own. Each new tab shows the "404 not found" message. I would have to click on the tabs to close them but they would continually re-open. After 10 -- 12 tabs would open and I would close them it seemed to stop. Keep iin mind it happens every time I open a new window. At the same time, IE seemed to slow significantly in terms of loading new sites.
I decided to install Firefox, and delete IE. I don't have the tab issues with Firefox, but it also loads extremely slow. It also freezes for 30 - 40 seconds after loading every page. Occasionally the page looks like it's covered with a bright white tint until it begins to function.
Can anyone shed some light on what's happening?
