explorer 7 error

When I open up my internet explorer or type in any site I get "internet explorer cannot display the webpage" but my msn messenger works fine... cant check my emails from it though... same problem.

when I hard restart my comp and go into safe mode with networking, it works fine but I restart it again going back into normal and it dosnt work again... same problem. Ive run the trouble shooting but it dosnt seem to apply. cant send the problem report. it cant find the problem with the diagnostic tool, everything is working fine it says.

im using vista if that helps

Do you have IE configured correctly to your internet settings?

what do u mean? I reset the internet explorer settings?
