Post FTP File Permissions Problem

We're running Windows Server 2003. Now, this server hasn't been used in a couple of years, but is still in working order. We fired it up and everything seems to be running fine. We're trying to set up the ftp. We're running Bulletproof software. We've set up a few different accounts. We want one for sending files, that would be read only, and one for receiving files that would be write only. Well, no matter what settings we apply, we can't write to the ftp. The permissions are automatically set to read only. If you change the permissions, they are automatically reset to read only when you hit ok. So, we can pull files from the ftp, but can't put files on it. And it won't let us change the permissions. Anyone run into this before?

Suggestions? Comments?

Since you are using bulletproof i am not sure how it is setup. Why not just use FTP built into windows server 2003???

Yeah, we've tried that too and we're running into the same problem. We're definitely not against just using windows server, but the bulletproof just seems easier to use. We know a good bit about this stuff, but none of us are TRUE IT guys. The bulletproof software just simplifies everything such as setting up new accounts and folders. But, like I said, I'm sure we'll use whichever one we can get working, but right now it doesn't seem to be an ftp software issue because we're having the same problem in both bulletproof and windows server.
