I have noticed this same thing. I think what makes the different logon times is the size of each individual profile. I found that if I clear out all the temp files, delete all the cookies, clean up their desktop (get rid of seldom used and unnecessary icons) and (with the user's permission) get rid of all the files that have been saved in their documents file that are no longer needed or can be moved to their network drive, the profile will be much smaller and the logon time will be much faster.
