OS: Win2003 Server

Could Not Connect To Server

I have an IBM eserver xSeries 236
OS Win Server 2003 SP1
Total Physical memory 2047mb
Available Physical Mamory 157mb
Page file size 1882mb
Lage File Available 3565mb
Page file location s:\pagefile.sys
S:\ is 8GB in size with 3.97 free
All other disks have minimum of 5GB physical space free

We run an application from 14 client machines to this PC
Application is programmed through Delphi and has a Oracle 10G back end

Recently we are getting
"COULD NOT CONNECT TO SERVER NOT ENOUGH STORAGE IS AVAILABLE TO PROCESS THIS COMMAND"
on clinets and the server while trying to run the application
We do not believe that it is the application causing the problem
There is a thread limit with Direct Oracle access we believe of approximately 16, which we are not reaching but we still get this error and cannot run the application.
We have to kill the server process and allow the application to relog in

HELP PLEASE
