Automate VPN connection?

I have a Windows 2003 Server, when it is up it replicates to an offsite server via a VPN connection, however everytime anyone reboots the server (install updates or scheduled reboot) it loses the VPN connection. Is there a way to configure the machine to connect to the VPN automatically at startup without anyone logging in?

I tried creating a script using RASDIAL and adding it as a scheduled task to run at startup but it did not run when I did a reboot to test it. Is there another way to establish the VPN connection at startup?
