to run certain programe on domain

hi all
i have a domain of 50 users of 2003 server environment .I want to give certain user to run date and time from control panel , some user to add programe , how to give these priveliges to domain user. any advice will be very helpfull to me.

use a GPO and give them permision to modify date and time. Or make them a local admin on that pc.

thanks for your reply . i know that by using gpo i can solve the problem but can u please tell where date & time is available under which category.
