Simple passwords in Server 2003

I am moving a client from Server 2000 to 2003 and they have some applications using old Handhelds that needs to be able to connect using simple or blank passwords. I go to the Domain security policies and turn off the complex password requirement and then go to the user and it doesn't work. I get the "password does not meet the complexity requirements"
Any help would be appreciated.

Did you reboot the desktop? (if configing from a DC i beleve you need to logoff and try again)

I know i have mine disabled. Its one of the more anoying settings.
