Exclamation Win server 2003 group policy

Hi
in windows server 2004 local group policy under security options when the security option is set to "not applicable" does this means that its not configured yet or this means that this option will not work on this type of operating system?

Sorry typing mistake win server 2003
ex:this security option
Network Access: Allow Anonymous SID/ Name Translation status not applicable
so am not able to apply as in this MS article http://support.microsoft.com/kb/839569 where i have same error
