Active Directory: Access denied to folder

Ok well im having the strangest problem ever.

Full permission to 3 users(user1,user2, administrator). both user1, user2 belong to a group called read_full. Now i allowed permission for read_full and administrator. the problem is that user2 does not have write access and only read. The onyl change that has been made was the user2 was formated. all other directorys with the right permissions work. no one has touched it, because im the only one with access.. can anyone explain this strange behaviour? my only thoughts are, AD has not updated (in the entire day) to allow the user. Im out of ideas, and spent many many many hours on this already!

possible issue with read-only folder? its got a grey checkmark. when i click it and save it goes away, till i re-check it.. then it comes back on to grey again?
