No. You can assign as many people to the Administrators user group as you want.

But in my network when I assign different users with administrative rights, the same user is not able to perform administrative tasks.

If they are assigned admin rights and are not the Domain Admin you will need to add them to the Administrators group on the Client Computer.

START>CONTROL PANEL>USERS ACCOUNTS
