Cleartype Tuner

I'm having an issue with a W2k machine which is running SP4. A friend of mine installed cleartype tuner onto it to try and resolve a fuzzy text issue on a new TFT. All seemed ok with the install untill it asked me to restart the machine. It now will no longer run past the logon screen. I have tried to uninstall the software but it does not appear in the control panel as it should do. Any idea where i can find the software in the registry? And whats the best way to get rid of it? I think I've found the reg keys for it but just want to make sure I am in the right place. I've tried to delete any of the files that were installed at the same time but it has not solved the issue.
I'm scratching my head on this one. Any help appreciated.

UPDATE: Looks like a permissions issue. Machine has 3 local accounts and is part of a domain. Boots up fine under operator or engineer but not under default windows admin.
