voip is when you use the internet to make phone calls. See this from cnet

cannot tell you how to configure it if you dont tell us what service you are planning to use. some requires the use of software, others requires just a phone wiith the software already installed. Personally I use Skype but there are many others out there.

In general, if you are planning to use your computer for voip, just install the software, create an account and you got service.
