some Web sites are not loading

I use windows 2000 SP4 . this thing has started few months ago. suddenly was unable to go to a web site. i checked with site admin and was told others could visit .problem was only with me. But today i ve encountered worst , now my own site is not loading ! in both IE and firefox . both give 404 page telling unable to load the site. i can open other sites also only this happens with the first web site i had mentioned and one of my own sites.

person.com [i was unable to open this site for two months]

xyxguides.com

Anyone knows whats wrong ?

Antivirus - AVG , Spybot , Adaware

also have goole bar

a guy ask me to check two sites through http://www.cgi-proxy.net well
i could open person.com through that but xyxguides.com was not loaded.

Ive seen it where antivirus/firewall programs block certain sites even when disabled.
