Ctor.dll not found

Win2K SP4

I am unable to install two different programs (a mouse driver and "Password Depot 2") They simply will not run. I have talked to both vendors and they say there is no problem with the files I have downloaded (three or four separate times).

I think the problem stems from a previous problem that occurred while installing Eudora 6.2 and now there are two references to this program in the "Add Remove programs" list. One is the complete installation and the other is....???? When I click on the useless item (note the size of the two files) I get this error message: http://www.gvls.com/assets/graphics/runtime-error.gif

So then like every good apprentice geek I did a search for "Ctor.dll" and found this: http://www.iamnotageek.com/a/217-p1.php

I did a search for all the dlls and files on the above page but found nothing which does not surprise me because I am well protected from and careful about spyware.

I then did an installation of the "Install Shield" update and I also ran the MS Windows install Cleanup Utility but the program that is causing the problem does not show in the Cleanup utility window.

1) How can I get rid of the add remove entry
2) what is causing the error message when I try to remove it.
