Question Win2000 - Can't download to desktop

Yesterday, I installed Win2000 on a friend's computer (for various reasons I won't go into here, I first had to install DOS 6.22, then Win95, then Win2000). When I tried to download some programs (such as firewall) to her desktop, the download would progress nicely, but once it was finished, it would not show up on the desktop as I had asked it to. I checked the desktop folder (in documents and settings, for both "administrator" and "all users" - the only two options on this setup), and the file was not there. I searched for the file, and it was not to be found anywhere.

I tried downloading to the C: root drive, and that worked without problems. I can copy files to the desktop without problems. I can run programs and have them put files on the desktop (such as autoextractors). But download to the desktop - nope. I don't know if this problem is still present with the newest version of IE, but it was certainly present with the one that shipped with the Win2000 installation CD.

I know you're all going to tell me to verify if this problem is still present with the newest version of IE, but even so, I'm still curious as to what could be causing this. Any help is greatly appreciated!
