wintcpi.exehave problems with this file need quick help how to fix it

good aftenoon.there is always blinking windows error field which automaticly turns on and off after second, writing about that this file(wintcpi.exe) has a problem and that you have to restart program. this all thing starts then you load a computer and ends only when pc is turned off. any help how to solve a problem?
