MSCONFIG Missing?

Hey, i went to a friends house to fix her computer and i tryed to change the programs that start up when the computer starts.....i went to RUN>MSCONFIG and it said that it was missing.... is there anyway to get it back or are there other ways of controling the programs that load during start up?

Win2K does not come bundled with that app.
