error 403 can't download anything at all

Hi,
Whenever I try to download anything I get error 403.
I have recently installed windows service pack 4 and ie service pack 6.
I have checked to be sure that java is enabled, and I don't think I have parental controls enabled..

Help?

Do you have firewall installed? Norton, mcafee, etc???

Hey,
Thanks for the link..
I run zone alarm and avg antivirus and adaware se...
I did a bunch of searchs on exe files that I or my BF had allowed net access to but seemed wonky to me and discovered that I have a few bugs. I haven't been able to remove them yet, but blocking them with zonealarm seems to have cleared up my download problem.

Thanks so much for your time... I will be back if I can't figure out how to get these bloody things out of my machine.
