Old Govt computer....Can't load any software

Trying to help out my parents, few years ago they purchased a ex govt computer that has Windows 2000 NT Professional on it and when they received it the operating system was still loaded on it no programs of course but weren't advised any passwords to load software onto it...
Problem we have is that they recently purchased a belkin router and usb key so the usb key could be loaded on that computer and then my daughter could access the web from that computer instead of their laptop but it isn't or doesn't seem to be compatiable with that software.. It will load on alright but won't run... So thought the best idea would be to install their windows XP or Vista on there but it won't allow me to because I do not know the administrator's password... She has had someone look at it before in another state so we may have to contact him as he was able to load stuff on it for her in the past but otherwise I was wondering whether anybody would know if it is a generic password they use or is there a way of scraping the old operating system so I can then load XP or Vista???? Any advise would be gratefully appreciated.. Thanks

first of all, most likely vista will not work on it. Also you will have to purchase an upgrade copy of xp, You cannot use any oem copies of os on any other system than the one it was purchased with. Nor can you use any thats already installed on another computer or was used as justification for an upgrade.

Finally it is against the rules of this forum to help bypass passwords.

Ok, well that wasn't that helpful, any more information... Like so if she were to purchase an upgrade version of xp will that definitely load it or is it likely that it will still advise it can not be done because of the administrators account??

Find it funny that these government departments will sell there old computers and are suppose to clear everything on them but yet they obviously haven't on this occasion.. Or done what they had to and that's it... annoyed! Frustrating to say the least...
