Won't manually shut down (Moved from Windows NT)

I cannot get my computer to shut down without manually doing it. It is a 2000. What is wrong with it????

If you look in your event view, you will probably see some services that are hung. There may be a program that was installed that prevents one service or another from gracefully stopping and results in a shutdown halt.
