Okay so windows 2000 doesn't have msconfig, how do I control what programs are running @ the start menu??

So my friend downloaded it, then he gets the box asking what program you want to open it with. Which one???

What do you mean?
The downloaded file, StarterSetup.zip, has to be unpacked with a program like WinZip.

That will give you a file looking like this:
Untitled-1.jpg
Double click the file to install Starter.

You can copy msconfig fom a XP machine and use it, or download it here...

Instructions are there... very simple, and it works.
