Cry Application start multiple times when opened.

Hi all,
I'm new to this forum and hope someone may be able to help. I have a Dell computer running windows 2000 professional. My internet is dial-up. A few days ago the problem started. When opening an application (almost any applicatio) for example, excel, it opens and immediately reopens many times.
By repeatedly clicking on the the close "x" , eventually it stops opening new instances of the program, and I can close them one at a time. Usually after getting down to one being opened, it will work ok. Also, sometimes clicking the start button to open a program, the computer immediately shuts down before allowing any mouse movement to make a selection. I installed CA anti virus, and ran a complete scan. There were no virus's detected, but the system ran fine for a couple of days, but now it's back to the same problem.
Any help would be greatly appreciated!
