CMD is a command prompt, AKA DOS window.

Click Start, type CMD<enter>, and a command prompt will open up. Type the IPCONFIG commands I mentioned previously. EXIT closes the command window again.

What doesn't work? Please be specific about what you're doing, and the results you get. It's impossible to provide intelligent help without any information.
