Exclamation Packet loss problems driving me nuts

Alright... so one day my computer's happily chugging a long the internet on a 56k. Then it starts giving me packet loss and disconnecting.
So I try another modem. Doing the same thing. So I get the bell guy to check the lines they're perfect. So I buy a new modem seeing how the old ones were old. Same thing. I really don't know what could be causing this. It almost can't go more then 30 seconds without packet loss but works great in those few seconds :P and then some times it just disconnects. Any ideas?

oh btw

Before I'm told it's probably my ISP I have two and I've tried them both.. Exact same on both. It must have to do with how my computer handles packets or some thing.. Some one please help!
