1. should i stick with ME or go back to windows 98?
2. to format ur pc, is dos on it anyway or do u need to install it?
3. was it very stupid of me to delete the contents of my c:/windows/temp folder?
4. is there any reason why black horizontal lines should appear on my display wherever dark tones are displayed?
Cheers, the Git.

1. its a personal preference, both OS's have their own strong and weak points, overall, they are both about the same, using the same architecture, hope you didnt pay much to upgrade, since the differences are fairly minor

2. weak point in WinME, crippled DOS support, its normally recommended to format via a bootable floppy disk anyhow

3. c:\windows\temp is usually a safe folder to dump, windows (last i remember) will create the folder when its needed

4. sounds like the video card has overheated (seen horizontal streaking thousands of times), you can probably boot to the bios and see if the same horizontal streaking is occuring there, to eliminate possible driver problems, etc... if thats the case, to fix it, replace your video card

since most operating systems dont like to have the drive formatted from underneath them, it is usually recommended to format the drive while not "booted" to it, by creating a system disk or boot disk, include some small tools, such as the format command, maybe fdisk, then use that to format the hard drive...

last i remember of how to create a system disk (DOS bootable, sorta DOS, but close enough) is to go to add/remove programs, click on the create system disk tab, or whatever its called, the last tab in that window, then click on that one button to create a bootable floppy disk

when booting to that disk, last i remember (working on a floppyless system here, sorry), it gives you 3 options via the bootmenu, with cd, without cd, and help... with or without cd support should work, should give your A:\> prompt after loading, then from there, you can use your various dos commands, such as fdisk or format to do whatever you want with the drive

i believe to pack more crap on that floppy, microsoft had it extract a EBD.CAB file to a ramdisk to pack in more utility programs, dont remember if you have to execute those commands from the ramdisk, or if its already in the path

I don't like either of the choices, but if I had to pick from 98 or ME, it would be 98. I'd pick 2K or XP if I were doing the choosing. :D
