cable internet in Win 98se

Hi
I would like to know if win 98se can be configure to use cable internet.
I am using Data link as my network card, and having no problems with
it as it is a new card. the requirements for window use includes 98se.
after I installed the card and drivers went into IE, nothing..... get
page cannot be displayed. so this tells me that IE is not receiving any signal
at all. I went into DOS and configure the IP it configured my IP address and
afterwards I ping the address nothing. the results all came back with 0:
packets send=4 packets receive=0.
I also did a trace and it all came back with 0 meaning that it cannot find the
signal or something like that. I know that with cable internet it is always on
until the modem box is turned off, I tried everything even the troubleshooter
and it did no help at all. win98 is an old school thing and I think that fast internet connection wasn't even born yet. any ideas?

PS: yes my modem box is turn on.

Right click Network Neighborhood and click Properties
Highlight the adapter card with the TCP/IP listed in front of it.
Click Properties and type in the ISP information

I am having a simular problem after installing 98 se on a ME machine. I can't seem to get a driver for my card. tried Driver's.com but if your machine can't get on the internet you can't get the driver. Will try to type it in
