Hi, welcome to TSF.
atl71.dll is installed with a few programs... MusicMatch Jukebox, Paint Shop Pro, etc. Try reinstalling or you can download it from http://www.dlldump.com/download-dll-.../download.html

Without knowing which CD you used to install I can't say for sure, but it's probably C:\Windows\System32. You'll need to reboot after copying the file to this folder.
What problems are being caused by deleting atl71.dll? Any error messages or programs not running properly?

Copying atl71.dll into System32 should solve the unicode problem unless you uninstalled some other necessary files as well.
A .dll file (Dynamic Link Library) is a special type of Windows program containing functions that other programs can call. Which CD did you use originally by mistake? Try reinstalling it. You might also need to install Microsoft .NET Framework 2.0 and Windows Installer 3.1 If none of this works, go back to a previous System Restore point.
