winME probs...big shock

Hey anyone my ME in start menu or taskmgr I cannot shutdown or restart my sys. the screen gets the grayish tone like it should but that is it. any ideas...or should i try to reinstall.

Q2 when backing up my sys. other than personal files what should I back up?

check apm is enabled in the bios,usually find it on the power page
