Hi Mike, Welcome to TSF

When you say "a way to use my reboot cd without losing all other data" what are you referring to? What type of cd is it? Is it a Restore CD / Resource CD?
Can you boot the system at all and enter Windows? Can you boot into Safe Mode? (By tapping F8 at boot)

Do you have a folder C:\Windows\Options\Cabs?
If so
Go to start /run and type
sfc
hit enter
choose to scan for missing or altered system files.
Then when found choose to restore from
C:\Windows\Options\Cabs
(you will have to type that in or browse )
Any it does not find, copy down , choose ignore and you can post here for more help. If they are not in C:\Windows\Options\Cabs they are not part of windows.
What makes you think it is dropping dlls? Do you have up to date antivirus , anti trojan and anti spyware utilities?
Have you used a "registry cleaner" or "All in one tweaking utility" these tend to delete dlls which are needed just because they are not in the database used by the program.
