When you first turn on the computer and it goes beep , start tapping F8 once a second.
This will bring up a startup options menu.
You can wait here a bit just to see if it goes all weird.
If not , choose 3 safe mode and hit enter.
It will be a very bland windows with big ugly icons (640x480 256 colors) because it does not load any drivers etc. If this works go right click on my computer , choose properties, device manager and locate display adapter. Select any entry other than "standard VGA adapter" and click remove.
Restart the computer and it will redetect the video card and reload drivers.

If it fails at the startup options menu; then the likely cause is either a bad monitor (borrow one and try it) or a bad video card ( well if the monitor swap does not work then you will need to consider replacing the video card.).
