.eml is the email extension used by outlook express for saved emails (not ones still in the program )saved to an external location (desktop, my documents)
Readme is usually the name given to instructions included with something such as a program, usually readme.txt
to get you to read it.
Given that this is readme.eml , it would appear to be an email file that someone wants you to open . This may be risky as it may contain a virus. If you just want to delete it, boot to safe mode, delete it and empty the recycle bin.
If it reappears on reboot you probably are already infected.
Run a full system scan after updating with your antivirus.

Well since this is the win95/98 forum I will assume you mean you have the problem in win98 and not XP and that you have a dual boot.
One option is to boot to xp and locate the file in win98 and delete it.
That should get rid of it no problem.

You could also go to win98 and go to start/ run and type
msconfig
hit enter
On the general tab, click the advanced button at lower right.
Put a check in the box "Enable Startup Menu"
Clicl ok, apply and reboot the PC.
Then when you boot up first you will be given the option to choose between XP and win98
when you choose win98 you will be given the boot options menu allowing you to choose safe mode.
You can do this if you only have win98 installed too, although most folks just tap F8 once a second after the POST beep when they first turn things on.
This will bring up the startup options menu, where you can choose safe mode.
